SHARED Guidelines

The SHARED Project: Shared Responsibility for Human Rights at the EU External Border (2022-24), led by Professor Violeta Moreno-Lax (PI), Dr Mirentxu Jordana (Girona) and Ms Laura Salzano (Barcelona), is funded by a consortium of academic and non-academic partners, including the (B)OrderS Centre of Queen Mary University of London, the Observatori de Dret Públic (IDP), the Migrants’ Rights Study Group (GESDI), and the Research Group in International and EU Law (DIDUE) of the University of Barcelona, alongside the offices of six Members of the European Parliament: Tineke Strik & Erik Marquardt (Greens), Cornelia Ernst & Malin Björk (The Left), and Birgit Sippel & Juan Fernando López Aguilar (Chair) (S&D).

The project launched in January 2023 gathering nearly 50 early-career researchers, established academic experts, representatives of international and non-governmental organisations, practitioners and policy makers, to discuss the definition and consequences of ‘shared responsibly’ in the context of European integrated border management (EIBM), considering theoretical, legal, operational, and practical implications. The project team met on several occasions, including at the SHARED International Conference hosted in Barcelona in September 2023 (programme) (video), and worked collaboratively to produce a set of Joint Guidelines on Shared Responsibility accessible here.

The Guidelines have been presented at the meeting of the Frontex Scrutiny Working Group of the European Parliament on 20 March 2024 and intend to provide guidance and direction to the discussions on the future evolution of the Agency and the Member States’ activities in the implementation of EIBM.
